Speaking in Berlin on the 9th of September on the occasion of the 1st British German French Climate Diplomacy Day the Mexican Ambassador to Germany, Ambassador Espinosa spoke about the importance of building trust amongst the parties in the run up to the negotiation of the UNFCCC agreement in Paris in 2015.
“I cannot think of a better way to boost trust and legitimacy than to work together and honour commitments towards the Adaptation Framework, the Technology Transfer Network and Mechanism and the Green Climate Fund.
If we manage to get the Green Climate Fund to start operating efficiently and transparently by COP 20 in Lima, our chances to reach a good and solid agreement for all by Paris will increase significantly.”
She also spoke about the importance of building a constituency of demand of states in advance of the agreement negotiations to ensure that “their voices, their concerns, their proposed solutions, are the ones that can get together and put pressure on large emitters, both developed and developing, to find common denominators and reach agreements, for purposes of mitigation, finance and technology transfer.”
